Cities were evaluated based on 12 criteria, including climate, high-speed internet, availability of work infrastructure such as coworking spaces, accessibility and cost of digital nomad visas, transportation infrastructure, and proximity to mountains, sea, parks, and other recreational areas.

Four new cities joined the 2025 list:

  • Seoul — noted for its high-quality internet, efficient transportation system, and improved digital nomad visa process.
  • Rome — recognized for its cuisine, historical attractions, and Italy’s launch of a digital nomad visa in January.
  • Paris — ranked high thanks to its rich culture, excellent transportation system, and diverse work options, despite its high cost of living.
  • Valletta — Malta’s capital, valued for its pleasant climate and affordability.

The top 10 cities are:

  1. Tokyo
  2. Rio de Janeiro
  3. Budapest
  4. Seoul
  5. Barcelona
  6. Beijing
  7. Lisbon
  8. Rome
  9. Paris
